Hal Smith
President & CEO
Hal Smith was born and raised in Yorktown, Virginia. He is a 1994 graduate of George Mason University with a B.S. in Public Administration. Hal has been in the Boys & Girls Club movement for a total of 20 years as both a Board member and staff. Prior to his Boys & Girls Club career, Hal spent 16 years in the residential building industry, specializing in large-scale renovations and custom home building. Now Hal is responsible for the operations, administration, and resource development of 11 Club sites and a Youth Development Park.
Hal is a graduate of the Boys & Girls Club Leadership University School of Executive Leadership through the Ross School of Business at the University of Michigan and the Civic Leadership Institute. He is a member of Boys & Girls Clubs of America’s Government Relations Advisory Committee, which provides leadership and direction for sharing the message of Boys & Girls Clubs at the federal level. As CEO of one of the largest Boys & Girls Clubs organization in Virginia, Hal serves as president of the Virginia Alliance of Boys & Girls Clubs, which advocates for youth across the entire Commonwealth. Most recently, Hal was awarded BGCA’s Southeast Region Robert M. Sykes Award for Professional of the Year in 2025 and Executive of the Year in 2023. He was also named Virginia/DC Area Council’s CEO of the Year in 2024 and 2025. Locally, Hal is proud to serve as a Board Member for the Newport News Police Foundation.
Rob Coleman
Chief Operating Officer
Robert “Rob” Coleman has been a resident of Newport News for over 45 years. He attended Newport News Public Schools and graduated from Warwick High School in 1989. Rob is also a graduate of the National Criminal Justice Command College at UVA, The Leadership Institute at the College of William & Mary, and the Hampton Roads Regional Criminal Justice Academy.
For 25 years, Rob was a member of the Newport News Sheriff’s Office where he made his way through the ranks and upon his retirement held the rank of Major and Operations Bureau Chief. In addition to his work heading BGCVP’s operations, Rob serves as the President of the Newport News Police Foundation and was elected to serve on Newport News City Council as of January 2025.
Megan Shuford
Chief Administrative Officer
Megan Shuford grew up and currently lives in Hampton. She attended Sweet Briar College, and graduated in 2016 with a degree in Psychology and minors in Business and Spanish. She worked at Camp Carysbrook as their Director of Leadership Development and St. Margaret’s School as their Admissions Communications Coordinator before spending time living and traveling in South America. She returned to Hampton Roads and worked at CIVIC Leadership Institute as their Program and Communications Manager.
Megan joined the Boys & Girls Clubs movement in 2023 as the Director of Marketing & Special Events at BGCVP and then transitioned into the CAO role. She was recognized on the Top Forty Under 40 Class of 2022, and serves as a board member for 757Proud and Girls on the Run Hampton Roads.
Madison Owens, MBA
Chief Development Officer
Madison Owens was born and raised in the Northern Neck area of Virginia. She attended Christopher Newport University, graduating from the Luter School of Business in 2019 with a B.S.B.A. with a concentration in marketing. She is a recent graduate of the College of William and Mary’s Raymond A. Mason School of Business with a master of business administration.
Madison has been a part of the Boys & Girls Clubs movement since beginning her career at the Boys & Girls Club of the Northern Neck. She transitioned to the Boys & Girls Clubs of the Virginia Peninsula in January 2021, joining the team initially as the Director of Marketing & Special Events.
